| Martin
Steinmeyer
is a trained policy analyst, having earned a Master
of Public Policy from the Sanford Institute at
Duke University . He specializes in monitoring
and evaluation methods for policy, programme,
and project assessments. His experience includes
work on a variety of evaluation-related contracts,
covering the methodological preparation and structuring
of evaluations, their implementation as well as
quality control and methodological backstopping. He recently carried out an evaluation for GDI of the World Food Program's Emergency School Feeding Program (with focus groups in Sudan and Pakistan).
Mr. Steinmeyer's
portfolio includes projects such as the "Design,
implementation and dissemination of evaluation
techniques and tools adapted to the European Commission's
development aid and co-operation policies to third
countries". In the context of this contract,
he developed tools and methods for the evaluation
of the education sector, the water and sanitation
sector, and for the evaluation of initiatives
for the promotion of rural development. He worked on the evaluation of INTAS,
a non-governmental organization under Belgian
law, funded by the European Commission, that promotes
the stabilization and development of the science
in countries belonging to the Commonwealth of
Independent States (CIS) on behalf of the European
Union and its member states. Mr. Steinmeyer also
managed the implementation of the EC framework
service contract "Evaluations in the Areas of
Human Development and Good Governance", as well
as several evaluations implemented under this
contract (e.g. "Evaluation of EC mobility grant
programmes" and "Thematic evaluation of the
integration of gender in EC co-operation with
third countries"), ensuring effective quality
control and methodological backstopping for the
tasks performed.
Prior to
his work for the European Commission, Mr. Steinmeyer
worked for the United Nations Development Programme
(UNDP) for its Management Development and Governance
Division (MDGD), supporting the development of
the UNDP policy for mainstreaming Human Rights
into the organizations development policy. Mr.
Steinmeyer is fluent in English and German with
a very good knowledge of Spanish and working knowledge
of French.
